How to Register a Used Car in Texas After You Buy It

Register a used car in Texas: insurance, emissions where required, Form 130-U, 2026 fees by county, deadlines, plates and how renewal works after that.

How to Register a Used Car in Texas After You Buy It

To register a used car you bought in Texas, get Texas liability insurance, pass an emissions test if you live in an emissions county, and file Form 130-U with the signed title at your county tax assessor-collector office. Registration usually happens at the same visit as the title transfer, within 30 days of the sale. In 2026 the state base fee for a passenger car is $50.75, plus a $1 insurance verification fee, a $7.50 inspection replacement fee and a local county fee.

If you bought from a dealer, the dealer files the registration for you. This guide is mainly for private-sale buyers, but the renewal section applies to everyone.

What you need before you go

Bring this checklist to the county tax office. It combines the TxDMV private-sale instructions and registration page.

  1. The original title, signed over to you by the seller with the sale date and odometer reading.
  2. Form 130-U, Application for Texas Title and/or Registration, signed by you and the seller, showing the sales price.
  3. Any release of lien if the title shows a lender.
  4. Proof of liability insurance that meets the Texas 30/60/25 minimum (Texas Department of Insurance).
  5. A passing emissions inspection if your county requires one and the state database does not already show a current one.
  6. Photo ID. County offices can have their own ID rules; the Travis County Tax Office, for example, posted enhanced ID requirements for some motor vehicle transactions starting March 5, 2026 (Travis County Tax Office).
  7. Payment for sales tax, title and registration fees. Ask your county which payment methods it takes.

Step 1: Insure the car

Texas requires proof of insurance to register or renew. The minimum is $30,000 for injuries per person, $60,000 per accident and $25,000 for property damage (TDI). Call your insurer before you pick up the car, with the VIN ready. Our Texas car insurance minimums guide explains what that coverage does and does not pay for.

If you are not ready to insure the car, TxDMV says you can apply for "title only" (TxDMV). You will own it on paper, but you cannot legally drive it on public roads until it is registered.

Step 2: Check whether you need an emissions test

Safety inspections for non-commercial vehicles ended January 1, 2025, under House Bill 3297 (Texas DPS). Emissions tests still apply in 18 counties. Between Austin and San Antonio, that means:

  • Travis and Williamson counties: emissions test required.
  • Bexar County: emissions test required starting November 1, 2026 (TCEQ).
  • Hays, Caldwell, Comal and Guadalupe counties: not on the state emissions list, so no test to register.

Gasoline vehicles from 2 to 24 years old are tested; electric, diesel, motorcycles and mopeds are not (TCEQ). Your county is set by where you live, not where you bought the car. Full details are in our inspection and emissions rules guide.

Step 3: File at the county tax office

Take everything to your county tax assessor-collector. TxDMV recommends the buyer and seller go together so an employee can confirm the title is correct before the sale is final (TxDMV).

County Main office Address Emissions test?
Travis Travis County Tax Office 2433 Ridgepoint Dr, Austin, TX 78754 Yes
Williamson Williamson County Tax Office 1848 Texas Trail, Georgetown, TX 78626 Yes
Hays Hays County Tax Office 712 S Stagecoach Trail, Suite 1120, San Marcos, TX 78666 No
Caldwell Caldwell County Tax Assessor-Collector 110 S Main St, Room 101, Lockhart, TX 78644 No
Comal Comal County Tax Office 205 N Seguin Ave, New Braunfels, TX 78130 No
Guadalupe Guadalupe County Tax Assessor-Collector 307 W Court St, Seguin, TX 78155 No
Bexar Bexar County Tax Office 233 N Pecos La Trinidad, San Antonio, TX 78207 Yes, from Nov. 1, 2026

Branch offices exist in most counties, such as Round Rock and Cedar Park in Williamson County or Kyle and Dripping Springs in Hays County. Services differ by branch, so check the county page first. Your area page lists the closest branches.

Step 4: Pay the fees

For a passenger car or light truck of 6,000 lbs. or less, 2026 registration fees are:

Fee Amount Source
Base registration $50.75 TxDMV fee chart
TexasSure insurance verification $1 TxDMV New to Texas
Inspection program replacement fee $7.50 Texas DPS
Local fee: Travis, Williamson, Caldwell, Comal, Guadalupe $11.50 TxDMV fee chart
Local fee: Hays $10 TxDMV fee chart
Local fee: Bexar $21.50 TxDMV fee chart

A vehicle that has never been registered in Texas pays $16.75 instead of $7.50 for the replacement fee, covering its first two years (Texas DPS). Emissions counties add a state emissions fee. Fully electric vehicles of 10,000 lbs. or less pay a $200 annual fee at renewal (TxDMV New to Texas).

In a private sale you also pay the $33 title application fee (every corridor county) and 6.25 percent sales tax at the same visit (TxDMV Title Manual; Comptroller). See Texas car sales tax explained.

Plates and the sticker

TxDMV says a private seller may remove the plates and registration sticker and keep them for another vehicle (TxDMV). If the seller keeps the plates, you can print a free Vehicle Transit Permit to drive the car home or to the tax office. It is valid for 5 calendar days (TxDMV Temporary Registration). Our temporary tags guide covers every option.

Texas uses one windshield sticker, the registration sticker, under the Two Steps, One Sticker system (TxDMV).

Renewing every year

Once registered, you renew each year.

  • In an emissions county, pass the emissions test first, then renew.
  • When: up to 90 days before the expiration date.
  • Grace period: you may drive up to five working days after expiration without penalty. After that, a citation of up to $200 may apply.
  • Insurance: renewal requires proof of current liability insurance.

All of the above is from TxDMV Register Your Vehicle. Counties also accept renewals at partner locations; Travis County lists H-E-B, Brookshire Brothers, AAA and post offices (Travis County Tax Office).

Worked example: registration-day costs by county

These numbers are hypothetical. They show how the official fees above add up, not what your car will cost. Say you buy a used sedan from a private seller for $10,000, and that price is above 80 percent of the car's Standard Presumptive Value, so tax is figured on the price (Comptroller SPV page).

Item Travis (Austin) Hays (San Marcos, Kyle) Bexar (San Antonio)
Sales tax, 6.25% of $10,000 $625 $625 $625
Title application fee $33 $33 $33
Base registration $50.75 $50.75 $50.75
TexasSure fee $1 $1 $1
Inspection replacement fee $7.50 $7.50 $7.50
Local county fee $11.50 $10 $21.50
Subtotal from the tables above $728.75 $727.25 $738.75
Emissions test before registering Yes No Yes, from Nov. 1, 2026

Emissions counties also add a state emissions fee at registration, and counties can charge processing fees, so your receipt may be higher. The station charge for the emissions test itself is capped at $11.50 in Travis and Williamson and $18.50 in Bexar (Texas DPS). Ask your county tax office for the exact total before you go.

If you file late, add the title delinquent transfer penalty (starting at $25 from day 31) and the late sales tax penalty (5 percent if 1 to 30 days late, 10 percent after that) (TxDMV Title Manual; Comptroller). On the hypothetical $625 tax, 5 percent is $31.25.

How to register a used car in Texas if you bought from a dealer

Most of this guide is for private sales, because a dealer handles the filing for you. Two rules still matter:

  • Plates at the sale. Since July 1, 2025, Texas dealers issue metal plates at the time of sale instead of paper buyer tags, and general issue plates stay with the vehicle (TxDMV HB 718).
  • Processing deadline. A dealer generally must process title and registration within 30 days of the purchase, or 45 days if the dealer provided financing. If that time passes without your title or registration, you can file a complaint with TxDMV (TxDMV complaints).

Keep your sales contract and the buyer's copy of the paperwork until the registration shows up in your name.

Common mistakes

  • Going to the wrong county. You register in the county where you live. A buyer in Kyle files in Hays County even if the seller lives in Austin.
  • Getting the emissions test in the wrong order. In Travis, Williamson and, from November 1, 2026, Bexar, the test comes first. A registration attempt without it ends in a second trip.
  • Arriving after the title cutoff. Some offices stop title work before closing. Comal County takes no vehicle titles after 4 p.m. without an appointment, and Guadalupe County does not process titles after 4 p.m. (Comal County, Guadalupe County).
  • Choosing a renewal-only branch. Travis County's drive-thru branches mainly handle renewals (Travis County Tax Office). A first registration after a private sale belongs at a full-service office.
  • Leaving Form 130-U half signed. Both buyer and seller sign it, and it shows the sales price. Get the seller's signature before you part ways.
  • Letting the 30 days slide. The penalties stack, and the county cannot waive the title penalty.

Local notes for Austin and San Antonio

  • Austin (Travis County). The main office at 2433 Ridgepoint Dr takes walk-in title and registration on weekdays. The county also lists offices in Pflugerville, Northwest Austin on FM 620, Southeast Austin near the airport, Oak Hill and East Austin (Travis County Tax Office).
  • North of Austin (Williamson County). Georgetown is the main office, with branches in Round Rock, Cedar Park and Taylor. The motor vehicle line is 512-943-1602, but call to confirm hours and services before you go (Williamson County Tax Office).
  • San Antonio (Bexar County). The downtown office is at 233 N Pecos La Trinidad (210-335-2251), with branches on Nacogdoches Rd, Bandera Rd, Pleasanton Rd and in Converse (Bexar County Tax Office). Bexar's emissions requirement started November 1, 2026.
  • Between the two. Caldwell's Luling office is closed on Mondays until further notice, so Lockhart buyers may want the courthouse office (Caldwell County).

What I would do

If I bought a used car privately in Austin, I would book insurance with the VIN the day before pickup, then meet the seller at a full-service Travis County office in the morning. One trip, both signatures, a clerk checking the title, and the plates question settled on the spot.

In an emissions county, I would get the test done before the tax office visit whenever the car already has plates and can be driven there legally. I would also print a Vehicle Transit Permit in advance if the seller planned to keep the plates.

And I would file the same week, not on day 29. The 30-day rule is a deadline, not a target.

Frequently asked questions

How long do I have to register a used car in Texas?

File the title and registration within 30 days of the sale to avoid the title delinquent transfer penalty and the late sales tax penalty (TxDMV Title Manual; Comptroller).

Do I need a safety inspection to register a car in Texas?

Not for a non-commercial vehicle. House Bill 3297 ended that requirement on January 1, 2025, and replaced it with a $7.50 fee. Emissions tests still apply in Travis, Williamson and, from November 1, 2026, Bexar County.

Can I register a car without insurance?

No. Proof of liability insurance is required to register or renew. TxDMV allows a "title only" application, but the car cannot be driven until registered.

Which county do I register in?

Your county of residence. The title fee and emissions rules follow where you live, not where you bought the car.

Can I renew my registration online?

TxDMV allows online renewal, and its page says it can be done up to 12 months after expiration if no citation was issued. In an emissions county, pass the emissions test first.

What if a dealer has not sent my registration yet?

A dealer generally must process title and registration within 30 days, or 45 days if the dealer financed the car. After that, you can file a complaint with TxDMV through its complaints page.
