New to Texas Car Registration: Steps, Fees and Deadlines

Moving to Texas with a car? Register within 30 days: insurance, emissions where required, Form 130-U, the $90 new resident tax and 2026 fees.

New to Texas Car Registration: Steps, Fees and Deadlines

New Texas residents have 30 days from moving here to register their vehicle. The order is: get Texas liability insurance, pass an emissions inspection if you live in an emissions county, then take your out-of-state title or registration and Form 130-U to your county tax assessor-collector office. Instead of sales tax, a car already registered in your name elsewhere usually owes a $90 new resident tax.

You also need a Texas driver license within 90 days of moving, which is a separate process with the Texas Department of Public Safety (TxDMV New to Texas).

The deadlines at a glance

Task Deadline Source
Register your vehicle 30 days from moving to Texas TxDMV New to Texas
Pay the $90 new resident tax 30 calendar days from the vehicle's first use in Texas (60 for active-duty military) Texas Comptroller
Get a Texas driver license 90 days from moving TxDMV New to Texas

TxDMV notes that active-duty U.S. Armed Forces members and full-time nonresident students at a Texas college or university do not have to register or title their vehicle in Texas (TxDMV).

Step 1: Get Texas auto insurance

Your new policy must meet the Texas minimum of 30/60/25: $30,000 for injuries per person, $60,000 per accident and $25,000 for property damage (Texas Department of Insurance). Tell your insurer you are moving and confirm in writing that your policy meets Texas minimums. You will show proof at the inspection station and at the county office. See Texas car insurance minimums.

Step 2: Pass an emissions test if your county requires it

Texas dropped safety inspections for non-commercial vehicles on January 1, 2025 (Texas DPS). Emissions tests remain in 18 counties. Here is how the Austin to San Antonio corridor breaks down:

  • Travis and Williamson: emissions test needed before registration.
  • Bexar: emissions test needed starting November 1, 2026 (TCEQ).
  • Hays, Caldwell, Comal, Guadalupe: no emissions test; go straight to the tax office.

Gasoline vehicles 2 through 24 years old are tested. Electric and diesel vehicles, motorcycles and mopeds are not (TCEQ). The station charge is capped at $11.50 in Travis and Williamson counties and $18.50 in Bexar County (Texas DPS). Look for a DPS-certified inspection station; many repair shops are certified. More in our inspection and emissions guide.

Commercial vehicles still need a safety inspection in every county.

Step 3: Gather your documents

According to TxDMV and its out-of-state vehicle page, bring:

  1. Proof of ownership: your out-of-state title or registration.
  2. Form 130-U, Application for Texas Title and/or Registration (required for first-time Texas registration).
  3. Proof of Texas liability insurance.
  4. Your Vehicle Inspection Report if you passed an emissions test.
  5. The odometer reading, if required for your vehicle's model year.
  6. Photo ID. Check your county's ID rules before you go.

If the vehicle is not subject to an emissions or commercial inspection, you self-certify the VIN on Form 130-U (TxDMV). Vehicles imported from outside the U.S. follow a different process with a law enforcement VIN inspection on Form VTR-68-A.

If a lender holds your title

Many people move with a car that still has a loan. In that case your old state's title may be held by the lender. The TxDMV New to Texas page does not detail this case, so call your lender and your county tax office before your visit to ask what proof of ownership they will accept.

Step 4: Visit your county tax office

County Main office Address
Travis Travis County Tax Office 2433 Ridgepoint Dr, Austin, TX 78754
Williamson Williamson County Tax Office 1848 Texas Trail, Georgetown, TX 78626
Hays Hays County Tax Office 712 S Stagecoach Trail, Suite 1120, San Marcos, TX 78666
Caldwell Caldwell County Tax Assessor-Collector 110 S Main St, Room 101, Lockhart, TX 78644
Comal Comal County Tax Office 205 N Seguin Ave, New Braunfels, TX 78130
Guadalupe Guadalupe County Tax Assessor-Collector 307 W Court St, Seguin, TX 78155
Bexar Bexar County Tax Office 233 N Pecos La Trinidad, San Antonio, TX 78207

Not sure which county your new address is in? Several cities cross county lines. New Braunfels sits in both Comal and Guadalupe counties, and parts of Round Rock are in Travis County. Our area pages note the county for each community, for example New Braunfels and Round Rock.

What you will pay

Taxes

The Comptroller sets the rule:

  • $90 new resident tax if the vehicle was already registered in your name in another state or country. No credit is given for tax paid to the other state.
  • Use tax applies instead if the vehicle was not registered in your name elsewhere. Texas residents' use tax is 6.25 percent, less credit for tax paid to another state (Comptroller).
  • A vehicle brought in more than 30 days after your residency began is presumed to owe use tax.

That last point matters if you bring a car in well after you move, or if you bought it close to your moving date. In those cases, ask the county tax office which tax applies before you file.

Registration fees (passenger car or light truck, 2026)

Fee Amount Source
Base registration $50.75 TxDMV fee chart
TexasSure insurance verification $1 TxDMV New to Texas
Inspection program replacement fee $16.75 for a vehicle never registered in Texas (covers two years), $7.50 after Texas DPS
Local county fee $10 (Hays), $11.50 (Travis, Williamson, Caldwell, Comal, Guadalupe), $21.50 (Bexar) TxDMV fee chart
Title application fee, if you title in Texas $33 in every corridor county TxDMV Title Manual

Fully electric vehicles of 10,000 lbs. or less also pay a $200 fee at each annual renewal (TxDMV). Emissions counties add a state emissions fee.

After you register

You will receive Texas plates and a registration sticker. Each year after that, renew up to 90 days before expiration, passing an emissions test first if your county requires it (TxDMV Register Your Vehicle). If you plan to use Austin or San Antonio area toll roads, read toll roads and TxTag when you buy a car.

New to Texas car registration: a 30-day plan

Thirty days goes fast when you are also unpacking. Here is one way to split the work so nothing lands on the last day.

Days 1 to 7

  1. Confirm which county your new address is in. It sets your emissions rule, your local fee and which office you visit.
  2. Call your insurer and switch to a Texas policy that meets 30/60/25. Ask for a Texas proof-of-insurance card.
  3. If a lender holds your title, call the lender and your county tax office now. This is the step most likely to take time.

Days 8 to 20

  1. In Travis, Williamson or Bexar County, get the emissions test at a DPS-certified station. In Hays, Caldwell, Comal or Guadalupe, skip this step.
  2. Download and fill in Form 130-U. Write down the odometer reading.
  3. Check your county tax office page for ID rules, hours and whether you need an appointment.

Days 21 to 30

  1. Visit the tax office with your title or registration, Form 130-U, insurance proof, inspection report and photo ID.
  2. Pay the $90 new resident tax (if it applies) and the registration fees, and leave with plates and a sticker.
  3. Put the driver license on your calendar. You have 90 days from moving for that (TxDMV New to Texas).

Worked example: what a new resident pays

The amounts below are hypothetical totals built from the official fees in this guide. They are not a quote. Say you move with a gasoline sedan that has been registered in your name in another state, and you have never registered it in Texas.

Item Travis (Austin) Hays (Kyle, San Marcos) Bexar (San Antonio)
New resident tax $90 $90 $90
Title application fee $33 $33 $33
Base registration $50.75 $50.75 $50.75
TexasSure fee $1 $1 $1
Inspection replacement fee, first Texas registration $16.75 $16.75 $16.75
Local county fee $11.50 $10 $21.50
Subtotal $203 $201.50 $213
Emissions test first? Yes No Yes, from Nov. 1, 2026

Travis and Bexar also add the emissions station charge and a state emissions fee, and counties may add processing fees.

Now a different case. Say you bought a car for $20,000 shortly before moving, and it was never registered in your name in the other state. The $90 tax does not apply; use tax does. Texas use tax is 6.25 percent less credit for tax paid to another state (Comptroller). If you had paid $1,000 in tax to the other state, you would owe $1,250 minus $1,000, or $250, plus the fees above. Confirm the calculation with your county tax office.

Common mistakes new residents make

  • Starting the clock late. The 30 days run from your move, and the $90 tax is due within 30 calendar days of the vehicle's first use in Texas (Comptroller).
  • Bringing a second car in months later. A vehicle brought in more than 30 days after your residency began is presumed to owe use tax, not the $90 tax. Ask the county before you file.
  • Testing in a county that does not require it. Hays, Caldwell, Comal and Guadalupe are not on the emissions list, so a test there is wasted time for registration.
  • Guessing the county. New Braunfels spans Comal and Guadalupe, and parts of Round Rock are in Travis County. Check your address first.
  • Keeping the old insurance card. The county and the inspection station need proof of a policy that meets Texas minimums.
  • Using a renewal-only location. Travis County lists grocery store and drive-thru options for renewals, not first registrations. Go to a full-service office.

Local notes for Austin and San Antonio

  • Austin. Travis County lists its main office on Ridgepoint Dr plus offices in Pflugerville, Northwest Austin, Southeast Austin near the airport, Oak Hill and East Austin. Drive-thru branches mainly handle renewals, and H-E-B, Brookshire Brothers, AAA and post offices also take renewals (Travis County Tax Office). For your first registration, use a full-service office.
  • Round Rock, Cedar Park and Georgetown. Williamson County lists offices in Georgetown, Round Rock, Cedar Park and Taylor (Williamson County Tax Office). Williamson is an emissions county.
  • San Antonio. Bexar County's downtown office is at 233 N Pecos La Trinidad, with branches on Nacogdoches Rd, Bandera Rd, Pleasanton Rd and in Converse (Bexar County Tax Office). Emissions testing became part of registration in Bexar on November 1, 2026, so plan for it.
  • Hill Country and I-35 suburbs. Moving to Dripping Springs, Kyle or Seguin means no emissions test, and Hays County lists substations in Kyle, Dripping Springs and Wimberley (Hays County Tax Office).

What I would do

If I were moving to Austin with a car, I would switch insurance the week I signed my lease and get the emissions test in the first two weeks. Those two steps are the ones that block the tax office visit, so I would clear them early.

If a bank held my title, I would make that call on day one. I would rather wait on a lender with three weeks left than with three days left.

And I would bring every document on my list even if the county website says I might not need it. A second trip to the tax office costs more time than an extra folder.

Frequently asked questions

How long do I have to register my car after moving to Texas?

30 days from the date you move, per TxDMV. The $90 new resident tax is due within 30 calendar days of the car's first use in Texas.

Do I pay Texas sales tax on a car I already own when I move?

Usually not. If the car was registered in your name in another state, you pay the $90 new resident tax instead, with no credit for tax paid elsewhere.

Does my car need an inspection when I move to Texas?

Not a safety inspection, unless it is commercial. It needs an emissions test only if you live in an emissions county, such as Travis, Williamson or (from November 1, 2026) Bexar.

Do I have to get a Texas title?

The TxDMV New to Texas page says Texas does not require new residents to title the vehicle to register it. If you want a Texas title, file Form 130-U and pay the title fee; confirm the details with your county.

When do I need a Texas driver license?

Within 90 days of moving to Texas. Driver licenses are issued by the Texas Department of Public Safety, not the county tax office.

I moved to Hays County. Do I need an emissions test?

No. Hays, Caldwell, Comal and Guadalupe counties are not on the state emissions county list, so you go straight to the tax office (TCEQ). You still pay the inspection replacement fee at registration.
